W Canal Streetscape and Drainage Improvements Project
FDOT Project No’s 410777-1-58-01 and 411554-1-58-01:

This is an FDOT Federal LAP Project administered by the City of New Smyrna Beach / CRA to upgrade the Turnbull Canal System by lining the canal with a 54 inch pipe and replacing the crossdrain connections to the canal, as well as a City/CRA streetscape project to install new sidewalks, decorative streetlights, benches, a decorative gateway feature in Myrtle Avenue Park, new landscaping and street trees, repaving West Canal Street, and undergrounding the overhead utilities, from Myrtle Avenue to the FECR railroad tracks.

Construction is expected to take 365 days, with a completion time of late August or early September 2010.

Resurfacing S Riverside Drive
FDOT Project No 426351-1-58-01:

This is an FDOT Federal LAP and ARRA Project administered by the City of New Smyrna Beach which consists of milling and resurfacing S Riverside Drive from 6th Street to the Lytle Street Bridge, including replacing the existing curb and gutter, installing two new sewer laterals (to prevent future open cuts in the roadway), and repairing (full depth reconstruction) several areas where the existing roadway base has failed.

FDOT Project No 422027-1-58-01, SR 44 / SR A1A:

Construction consists of milling and resurfacing SR 44 / SR A1A from Jungle Road to 7th Avenue, including repairing broken or damaged sidewalk, upgrading sidewalk curb-cut ramps, installing new traffic signal vehicle loops, and other minor signal work.

Construction is expected to take 160 days, with a completion time of late February or early March 2010.

FDOT Project No 422028-1-58-01, SR 44B (W Canal Street):

Construction consists of milling and resurfacing SR 44B (W Canal Street) from Wallace Street to Myrtle Avenue, including repairing broken or damaged sidewalk, upgrading sidewalk curb-cut ramps, upgrading drainage inlets, and some roadway widening.

Construction is expected to take 160 days, with a completion time of late February or early March 2010.

FDOT Project No 422031-1-58-01, SR 44 (N Causeway):

Construction consists of milling and resurfacing SR 44 (N Causeway) from Riverside Drive to Peninsula Avenue, including installing a new section of sidewalk, repairing broken or damaged sidewalk, upgrading sidewalk curb-cut ramps, installing new traffic signal vehicle loops, and other minor signal work.

CRA Redevelopment Plan Update:
- City Commission and Community Redevelopment Agency (CRA) performed a ranking and prioritization of proposed projects and programs
- Next Step - Staff will work in coordination with Glatting Jackson, project consultant, to develop a multi year program for redevelopment projects and programs through the present sunset year of the Redevelopment Plan (2015)
- Next Step - Glatting Jackson will prepare the draft report (including an implementation plan) for the update to the Redevelopment Plan to be reviewed by the Community Redevelopment Agency prior to finalization and adoption

Brownfield Assessment Grant:
- The Community Redevelopment Agency was successful in securing a federal Brownfield Assessment Grant for the City in the amount of $400,000 from the Environmental Protection Agency earlier this year
- The CRA advertised a Request for Qualifications for Environmental Assessment and Characterization Services and received proposals/letters of interest from twenty five (25) firms
- An evaluation committee comprised of City staff will evaluate, rank and prioritize a short list of firms and presentation schedule for submittal to the CRA for acceptance in early 2010
- The Grant will provide funds for the City to undertake and implement site assessment and characterization activities, “clean up” planning, and community outreach activities through July 2012

State Brownfield Area Designation for the CRA:
- The CRA District was recently designated as a State Brownfield Area under the Brownfields Redevelopment Act which offers incentives such as voluntary cleanup tax credits, liability protection and potential loan guarantees
- Robert J. Schaedel, President, Indian River Glass, located at 201 N. Orange Street, has successfully utilized the City’s designation to obtain incentives through the State program
