Airport Advisory Board

The Board is composed of six members, all of whom must be residents of the City. This requirement may be waived by the City Commission. At least three members must possess experience directly related to or involving aviation and one member must possess proven experience in some area of business management. At least three members must be active in the business community. No member may serve more than two consecutive terms unless waived by the City Commission.

The Board advises the City Commission and City Manager on policy matters relating to the development, use, and operation of the airport facility.

The Board shall hold at least one meeting every three months and may hold such additional meetings as may be required by its work. Meetings are held at the airport offices.

Animal Control Board

The Board is composed of five members and must include a licensed veterinarian, a Southeast Volusia Humane Society representative, two animal owners and a citizen from the City who is not an animal owner. No member may serve more than two consecutive terms unless waived by the City Commission.

The Board recommends to the City Commission rules and regulations pertaining to operation of animal control facilities and standards and procedures for enforcement and regulation.

The Board must meet at least quarterly or more frequently as required.

The Board hears and decides upon appeals for variances from the requirements of the Land Development Regulations and applications for special exceptions.

Building Trades Board

The Board is composed of seven members and two alternate members who must be residents of Volusia County. The seven regular members must have knowledge and experience in technical codes, such as design professionals, contractors or building industry representatives. Of the two alternate members, one must be a member at large from the building industry and one must be a member at large from the public. No member may serve more than two consecutive terms unless waived by the City Commission.

The Board makes determinations regarding applications for certificates of registration and recommends amendments to the various codes and regulatory stan-dards that bear upon the construction industry and building trades in general.

Code Enforcement Board

The Board is composed of seven members who must be residents of the City. Membership must, whenever possible, consist of an architect, a businessman, an engineer, a general contractor, a subcontractor and a realtor.

The Board is empowered to subpoena alleged code violators, evidence and witnesses to its hearings; take testimony under oath; issue orders to command whatever steps are necessary to bring a violation into compliance; fine violators; authorize recording of liens; authorize foreclosures; and authorize abatement of the nuisance and charge the costs to the violator.

The Board meets on the third Tuesday of each month at 4:30 p.m. in the DeBerry Room, Utilities Commission, 200 Canal Street. No meetings are held in June or December.

Fire Pension Board

The Board is composed of five members, two of whom must be residents of the City appointed by the City Commission and two of whom must be full-time firefighters elected by a majority of firefighters who are members of the plan. The fifth member must be chosen by a majority of the previous four members.

The Board is solely responsible for administering the firefighters' pension trust fund.

The Board meets on the third Thursday in the quarter at 4:00 p.m. in the DeBerry Room, Utilities Commission, 200 Canal Street.

Golf Advisory Board

Historic Preservation Commission

The Board is composed of seven members who must be residents of the City. If possible, members must be professionals in the fields of architecture, history, architectural history, archaeology or other history-related fields such as urban planning, American studies, American civilization, cultural geography or cultural anthropology. Lay persons with special interest, experience or knowledge in any of those fields must make up the balance. The City Commission requests nominations from the Southeast Volusia Historical Society.

The Board recommends designation of historic districts, landmarks and sites; ad-vises on historic preservation; coordinates the City's preservation work with federal, state and county governments and other city departments; etc.

Housing Authority

The Board is composed of five members who must be residents of the City. In accordance with Florida Statutes, at least one member must be a resident who is current in rent in a housing project or a person of low or very low income and who receives a rent subsidy through a program administered by the authority or public housing agency that has jurisdiction for the same locality served by the Housing Authority.

The Housing Authority prepares, carries out, acquires, leases, and operates housing projects to ensure safe and sanitary living accommodations for persons of low income.

The Housing Authority meets on the third Monday of each month at 7:30 p.m. at its offices at 1101 3rd Street, New Smyrna Beach.
