​Interlocal Service Boundary Agreement (ISBA)


On April 23, 2013, the Commission of the City of New Smyrna Beach adopted an Interlocal Boundary Agreement (ISBA), which is permitted under Chapter 171, Part II, Florida Statutes, allowing the City to annex any parcels that are within the designated annexation area, even if they are not contiguous to the current municipal boundaries. The agreement, which is between Volusia County and the City was also adopted by the County on May 2, 2013. The City of Edgewater adopted an ISBA as well. Those boundaries are depicted on the below maps. The area depicted on the maps in black shows an area that is currently under consideration for annexation by the City of Edgewater.
